Really small budget: 
Equipment:
For a small budget you can get a 'middle range DSLR camera, digital storage or a hard-drive, a good lens that fits your camera and helps your filming, a tripod, and good lighting. Image result for film equipment
Audio: 
Audio doesn't always have to be expensive but it is necessary on set so you can easily get some cheap but useful microphones, these can either be stand up or on camera microphones. Lastly, you don't always have to use a professional dolly to have everything run smoothly, you can use anything with wheels (like a chair), and it saves you money but makes your film look a bit more professional.

Crew: 
Whatever film set your working on there will always be a director, cameraman and director of photography, however if you manage to get the same person to do all three jobs then it saves you time and money. There will also be a producer, however if possible the producer can also be a director. Sound and lighting is always good to have as the same person because it means that you have to hire less people but you get both jobs done without worrying, lastly, the actors, you can always use your friends or anyone you know who is willing to help out but if not then you can always rent out experienced actors for an affordable price.

Bigger budget: 
Equipment: 
A camera is the one thing that filming cannot go on without, therefore even if you don't have a big budget you can still get a DSLR camera or just a low priced film camera. Storage is very easy to get even if you have no budget, with a little bit of a bigger budget then you should invest in a monitor so you can see everything that is going on in the shot. Some good lenses for your camera, a tripod because you always want your camera to be steady and a shoulder rig.

Audio: 
The only audio you need with a budget that can still buy you equipment is a microphone and a dolly kit. Don't worry to much if you haven't got a big budget because all you would really need on a small film set is some sort of microphone so that the audio is picked up on camera.

Crew: 
The director of photography and director will always be on every set so when you have more money then they won't have to multi-task jobs so they won't have to operate a camera. A producer is always key when on a film set. Lighting and camera operator,, unfortunately you are not working with a Hollywood budget therefore you will need to use the same person for both jobs, a sound technician just to make sure all the sound is going well and steady, a runner to help everyone with their jobs when they are too busy and actors.

An even bigger budget:

When you have the money you want to invest in more than one camera to get different shots for your film without having to keep setting up one camera, but cameras are no good if you don't have enough storage so you will need to remember to have enough storage for all the cameras you invest in. Lenses always hep your film look a little bit better when filming so you should always try and invest in different lenses to help all of your shots, tripods, dolly's and handheld systems just to help all the different types of shots, lastly a good lighting kit because none of that matters if you can't even see whats in your frame.

Audio: 
At this point you have a lot more money which means that you should buy lots of different if not all types of mics, these include, on camera, booms and shotgun mics.

Crew: 
When there is more money in a film there is also more members of a crew so there will always be a director but they wont have to multitask they just get to focus on being the director, if you have enough money you should always try and get an assistant director on set just so they can help the director with anything extra, films also always need a producer no matter the budget, camera operator and director of photography are always key on set so it helps if these people have experience and don't need guidance, sound engineer because there is no point making a film with dialogue if no-one can hear it. Lighting technician and gaffer because they will always have a good eye for lighting and this will then help your film when it's finished because everything will be tied together by the lighting in the scene, runners are just as important as everyone else on set because they help everyone with everything when the main person is too busy, lastly actors because as much as the people behind the camera are needed you also need people in front of the camera.

Having equipment is key to filming however you always need to make sure that everything is booked or brought in time for filming and you do not meet any problems when you are in the production stage.

Clearances in materials means the process you go through to get permission, you need permission for; any sets used, the cast starring in your film, music if it is not copyright free, stock film, art posters, any brands mentioned or seen in the film, books, broadcasts, computer programs (if any has been used), dramatic works, and photographs.  Clearances need to be done when making a film so you do not get legally in trouble, your trademark isn't taken down and you have all the insurance needed when making your film.  For a review, you need to go to the attorney. The talent in a film is who stars in it. When you have a short film budget like £3000 over a big Hollywood film budget like £63000000 then you might not always see actors that you know. For a £3000 budget on the talent you could hire out 5 actors. For one male actor you would have to pay him £10 per hour. For another male actor you would have to pay him £10 per hour. Lastly for another male actor you would have to pay him £10 per hour. For one female actor you would have to pay her £15 per hour. For another female actor you would have to pay her £25 per hour.
