The talent in a film is who stars in it.
When you have a short film budget like £3000 over a big Hollywood film budget like £63000000 then you might not always see actors that you know.

For a £3000 budget on the talent you could hire out 5 actors.

For one male actor you would have to pay him £10 per hour.
For another male actor you would have to pay him £10 per hour.
Lastly for another male actor you would have to pay him £10 per hour.

For one female actor you would have to pay her £15 per hour.
For another female actor you would have to pay her £25 per hour.

If they each work for 8 hours a day then in total it would cost you £560 per day. Therefore a week of filming would cost you £2800. If your budget has £3000 on each department then you could hire them all but if you wanted to save money on your production then you could use your friends or just have 2-3 experienced actors.

For a £63000000 budget you could easily hire out 5 actors and have money left over.

For one male actor you would have to pay him £50 per hour.
For another male actor you would have to pay him £30 per hour.
Lastly for another male actor you would have to pay him £50 per hour. 

For one female actor you would have to pay her £66 an hour.
For another female actor you would have to pay her £30 per hour.

If they work 8 hours a day then in total it would cost you £2232 per day. Therefore a week of filming would cost you £11160. This means that you would save a lot of money in this department if you went with a cheaper alternative with not using known actors.
