In film there can be situations where you will need to hold interviews prior to production so there is enough time to gather the resources necessary. For example as part of research or to gather testimony, this will also give them time to find the right teams for the producing. For example they will need a graphic team for posters and CGI. They will need a sound and audio team for sound and music.

For documentary production it is necessary to hold interviews before production as they will need to find out and justify a certain line or enquiry. This also means they need to make sure there isn't any risks and is a safe set for the actors.

The repercussions for a project of interviews not being conducted properly during pre-production may mean that they could hire someone who's abilities aren't as good as someone else or they could miss out a lot of good workers because there wasn't enough time for them to be interviewed. other problems may be that the person that has been interviewed does not meet the job spec and will result in the production being a complete failure in the department they were hired for, or it could cause delays because they had to learn everything before doing their job.
